Understanding government, building future leaders: Oklahoma 4-H Junior Governor Program
Understanding how state government functions is essential for young people to become informed and engaged citizens. To address this need, the Oklahoma 4-H Junior Governor Program was developed to introduce youths in grades 4–6 to the three branches of government and how they work together to serve the public. In partnership with the Oklahoma Institute of Child Advocacy and Oklahoma 4-H, an interactive educational day was created using experiential learning and hands-on instruction to make civic concepts understandable and engaging.
Youth participated in three immersive workshops focused on the legislative, executive and judicial branches. Activities included learning how a bill becomes a law, identifying leadership roles within the executive branch and interpreting written laws. Participants also developed policy platforms on issues important to them and experienced the democratic process firsthand. Fifth-grade participants campaigned for the role of Oklahoma 4-H Junior Governor by delivering speeches, engaging with peers and participating in a formal election.
Evaluation results demonstrated strong program impact. Interest in government increased from 67.7% before the event to more than 80% afterward. Nearly all participants (96.7%) reported plans to register to vote when eligible, with 80% intending to vote in every election. Knowledge gains were also evident, with youth demonstrating improved understanding of the responsibilities and leadership of all three branches of government. Additionally, 74.2% planned to share what they learned with their teachers, extending the program’s educational reach.
By strengthening civic knowledge and encouraging youth engagement, the Oklahoma 4-H Junior Governor Program helps build an informed generation prepared to participate in democratic processes and contribute positively to the future of Oklahoma communities.
